A topic with its only comment oversighted. It says there's a comment there, but
it's not visible.
When a topic is created, and the only comment in the topic is suppressed, to
non-oversighters the topic says "1 comment", but that comment is not visible.
It should probably say "no comments", since the non-oversighter is (correctly)
unable to see the suppressed topic.
