there is one bug report listed that is VERIFIED FIXED:
Bug 73 - Upload doesn't run edit updates on description page (links, search
index and categories)
Hypothesis: all VERIFIED bugs are being counted as open, and that would have a
big impact in the graphs.
We don't have a policy for marking bugs as VERIFIED, but we have 1896 bugs with
this status in our entire Bugzilla. The oldest is the one mentioned above, and
it has almost 10 years.
