--- Comment #2 from Peter Bena <[email protected]> --- Minimal set consist of: at least 3 warning templates (can be only of 1 type, eg. uw-vandal1 uw-vandal2 etc) 2 block messages (temporary and indef - you were blocked, bla bla) that is all what is needed for basic setup, but this would somewhat limit the functionality, if you want to use AIV (reports of users to administrators) or similar things, you will need templates for that as well.
