The mailing list chip-l has never really lifted off successfully.

For a long time now, no useful mail has passed over the list. I asked as a list
admin whether anyone would object cancelling the list, and there was no
objection.
Please close this mailing list and "end its suffering" (or end the flow of spam
for the list admins every now and then ;) ).
