Steps to reproduce:
1.Open a page with VE
2.Add some references
3.Insert a reflist
4.Click on the "Save Page" button
5.Click on "Review your changes"
Observed Result:
There is no wikitext for the reflist , in the review changes panel it says:
Could not start the review because your revision matches the latest version of
this page.
After saving the page no reflist is appearing on the page
An error is appearing on the read mode:
Cite error: There are <ref> tags on this page, but the references will not show
without a {{Reflist}} template or a <references /> tag; see the help page. ().
