For non-sysop users the only link under the down-arrow menu in the Vector skin
is "Move". It is wholly pointless to use it just for one link: It hides only
one useful function and saves very few pixels. So if there's only one such
function, the down-arrow menu just shouldn't appear and that one function
should appear directly on the screen.
