Local interwiki links with no page title should point to the main page of the
wiki.
For example, the wikitext [[en:]] on enwiki doesn't parse. For the benefit of
cross-wiki transclusion, copy-pasting of templates between wikis, etc., this
link should work, linking to the Main Page.
