We've run into this issue when switching over from 1.19 to 1.22.
Whenever $wgStyleDirectory is set to a real path, it gets ignored. When it
points to a directory that doesn't exist, it appears to be used (in the sense
that nothing loads).
So if I set $wgStyleDirecotry to the absolute or relative path where the skins
are located, MW still loads from $IP/skins.
