As I said in comment #0, a lot of extensions were changed to have i18n messages in JSON files instead of PHP, and that was done weeks before REL1_23 was branched on master (it's in REL1_23 in core). But REL1_23 on the extensions I've linked as example doesn't include this change, among others that were merged on master after October 2013.
