ULS UI language selector will need to be called from the compact personal bar
beta feature https://www.mediawiki.org/wiki/Compact_Personal_Bar
in this state it should be opened as a modal dialog. at minimum this should use
the existing styling of the dialog minus the "pokey" on the edge. But ideally
it would use the new mediawiki.ui styling
