No, it's not "broken". It works exactly as intended: it sets the notification
timestamp of some set of pages. It's not intended to affect the value returned
by User::getNewtalk().

OTOH, perhaps the API should include some method to flag the talk page as
"read" with respect to User::getNewtalk() rather than requiring a hit on
index.php.
