On beta labs and ee-flow, the Expand|Collapse|Small view icons, the action menu
[...] ellipsis, and the icons for Permalink, Hide, etc. in the action menu are
all blank.
This also affects the Compact Personal Bar beta feature on beta labs, the items
in its drop-down such as Notifications have no icon.
ErikB figured out it's a regression in background-image-svg handling introduced
by the change to mediawiki.less in gerrit I39ea2004b.
