Tracking bug of (mostly) tracking bugs for
* https://meta.wikimedia.org/wiki/Requests_for_comment/Global_bits_and_pieces

etc.

PROBLEM STATEMENT: Make the cross-wiki-relevant stuff – i.e. the stuff which
users manually carry by hand (e.g. copy and paste) between many wikis – truly
global – i.e. living in one or few centres to the benefit of all the other wiki
villages –.

Past success cases:
* Wikimedia Commons (for multimedia files)
* Wikimedia Meta-Wiki (for user rights, interwikis, blocks, blacklists plus
some other things depending on opinions)
