Steps to Reproduce ::
Point: Anonymous users have the Vector skin, toolbar and dialogs, and can view
the "New" link and it's page explaining what has changed.
Clear all cache and open prototype site
<<“New” is not there. But “Try Beta” link is shown.>>
Click on Login link.
<<There you can see the “New” link>>
Expected Outcome::
New link should be there in the main page as well.
