Admins have the ability to edit pages that are protected. When they can do is
governed by policy. On the App, currently, one can't easily tell if a page is
protected or not, so admins may inadvertently end up editing protected pages
when they shouldn't.

There are two ways a user an admin informed a page is protected:

1) Protected symbol added to the page (either by a bot, or the admin who
protected the page)
2) Edit notice at the top of the page when they're trying to edit.

These may or may not be suboptimal solutions for mobile.
