On clicking "edit", the visual editor progress bar continues indefinitely and
visual editor never opens. The installation is on localhost and vagrant
provisioned.
This commit: https://gerrit.wikimedia.org/r/#/c/129810/ is responsible for
breaking the installation.
I'm planning to look into this further.
