Steps to reproduce:

1) Go to [[Main page]].
2) Turn off wifi.
3) Click on any link on the page.
4) Get the network error page.
5) Go back.
6) You're on [[Main page]], which is fully loaded because it was loaded before
you turned your wifi off. However, you can't view the table of contents or
bookmark the page since the overflow menu is disabled.

The only way to reenable the overflow menu that I found was to turn the wifi on
again, and browse to a different page successfully; you can then browse back to
the page you were on before and use the menu.
