Even so, we would still require community consensus before pushing for this
configuration change. Whether or not they can be considered "complete" is
ultimately a community decision, and currently that community seems averse to
somewhat premature requests for closure. That's why it's better to hold off
these reports until an arbitrary date is set, or better yet, until community
consensus is actually demonstrated, to reduce the bugspam we routinely get.
