On dewiki, several thousands of people (i.e. all serious contributors) have
access to the rollback feature just because they are included in the "editors"
group. Currently the best use case for the abuse filter on dewiki is the best
feature of using the filter to prevent editwars in traditionally very hot
disputed articles or to prevent edit wars concerning some detail in a lot of
articles using the "Trigger actions only if the user trips a rate limit"
feature. Unfortunately, just using a rollback (or dozens of rollbacks) is
ignored by the filter, so misusing the rollback feature for non-vandalism
reverts (which is socially quite common on dewik) can be abused to circumvent
the filter.

So please don't let the filter ignore the rollback action, if necessary,
appropriate restrictions can be applied using the "x in USER_GROUPS" feature.
