Echo is not always linking to the correct section on busy help pages. Example:
https://en.wikipedia.org/w/index.php?title=Wikipedia:Help_desk&oldid=prev&diff=607615040
I was pinged in section "Reflinks", but echo linked to the section above;
"requesting archive bot check".
This does not seem to be the same problem as bug 60396. That bug is caused by
duplicate headings. In this case I am being directed to a completely different
heading name.
