Split from bug 62909.

If the file title has illegal characters (such as UTF, or « # »), they are
automatically replaced.

This is fine as a default behaviour, as most users do not really care what the
file name might be and just want to get the files uploaded.

Some users may not be happy with that though, because they want to match
original file names to the Commons file name.

To quote Kelson’s bug report from the previous bug:
