The "notices" thing (exclamation mark in a triangle) disappears from VE toolbar
if you open a page for editing, close VE, then open it again (on the same
page).
To reproduce:
1. Click "Edit" (or "Edit beta") on any page to open VisualEditor
2. Click "Cancel" to close it
3. Click "Edit" again
The toolbar will no longer have the "notices" item.
