For what is worth, in Phabricator this problem can be solved in a simple way:

1. Create a project "Task Editors" with the policy that only the members of the
project can add new members.

2. Set a policy for tasks (Maniphest) allowing to edit bugs only to admins and
the members of the project "Task Editors".

Done. If needed, you can set more precise policies to the teams you want. See
what we have in http://fab.wmflabs.org :
