Compact personal bar overlays VE edit bar
When in RTL language such Hebrew, Arabic etc, unable to use VE with Compact
personal bar.
How to reproduce:
1. open a RTL wiki, e.g. he.wiki with any random article.
2. Edit using VE
3. Scroll the page a bit.
4. Try to use VE edit bar or save.
Expected behavior:
you will be able to edit/save
What happens:
Compact personal bar overlay the VE edit bar and if you try to save you are
taken to the user page, if try to edit, taken to user talk page/ notification
depends where you clicked.
