The interpretation of WONTFIX had been discussed several times on wikitech-l
before, having the (deprecated) use of LATER in mind, so it's not only my
interpretation and it's no news.
In the end, maintainers decide, and they have actively provided their arguments
and point of view in this ticket.

So you're questioning responsibility (which is often expressed by job titles)
and maintainers/PM having the "final" word on what is being implemented. 
Which is a high-level discussion and a rather uncommon workflow in free
software projects that I've been involved in, no matter if somebody pays that
maintainer/PM or not.
