ApiErrorReporterTest is getting ExceptionLocalizer from the WikibaseRepo
'factory' which relies on $wgLang global and other evilness.
this results in test errors such as:
11) Wikibase\Test\ApiErrorReporterTest::testReportStatusWarnings with data set
"known error code" (Status, array('wikibase-conflict-patched', '/Version/',
'undo-nochange', '/Bearbeitung.*bereits/'))
