Per the design mock-up at
https://trello.com/c/xCo6uLAZ/9-5-references-dropdown-from-toolbar-styling (and
a conversation with Kaity to confirm), when a user opens a popupToolGroup, all
other tools in the toolbar should be disabled. Clicking off the popupToolGroup
should close the popup and reactivate the other tools.
