It have already been discused in portuguese Wikipedia, we are creating a
non-free content policy.
We have decided use the follow settings:
FileExtensions: 'png', 'gif', 'jpg', 'jpeg', 'svg', 'djvu', 'ogg', 'oga' and
'mid'
MaxUploadSize: 500KB
The upload will be only allowed to users that have more than 1000 edits and 45
days of registration, than it is need to create a 'uploader' user group to be
automatic promoted.
