When searching for a file there should be an option to only include local files
in the results, and not files from a shared file repository.

Hypothetical example: If you are on the English Wikipedia and search for
File:Animal, you will get 20,000 results. Many are from Commons but I am
looking for a specific one I've seen before that I *know* was hosted locally.
Real life example/inspiration for bug report: I am a user of [[otrswiki:|OTRS
wiki]]. Often times I search for locally uploaded files that I am unsure of
the name on. I am bombarded with Commons files which makes finding the correct
file extremely difficult.
