Bot reuploads of files (bot = 1) on Wikimedia Commons should be automated
patrolled on all WMF wikis with FlaggedRevs enabled.
I have seen dewiki operates atm a bot to do this job... But on other wikis
reuploads of files remains still unpatrolled/unchecked.
