The users in this group would be able to view the history of a deleted page,
and also userfy articles to own userspace or another users userspace, however
they won't be able to restore pages to the article space - a admin would need
to do that.
In brief the user rights in this proposed group would be:
*Undelete to Userspace (userfy)
*View Deleted History (Page/User)
