Intention:
I'm trying to create a book (in the Dutch Wikipedia), but it's no longer
possible to create a chapter. This was still possible a few weeks ago, but now.
Steps to Reproduce:
1. In the left-menu, click 'create a book'
2. Click 'start book creator'
3. Click on the book creator menu 'Show book (0 pages)'
Actual Results:
In the box that says 'Empty book', there was link to create a chapter in the
book that is no longer there.
Expected Results:
I expected to create a chapter, as I did earlier.
