Afaik this is the only non-standard channel we have on irc.wikimedia.org that
is not provided by mediawiki-core's RCFeedFormatter (not even indirectly or via
a hook). It is a completely standalone thing in the CentralAuth extension that
just looks a lot like it (enough to make it blend in).
