Currently, if a user is blocked from emailing enwiki users, when he goes to
Special:EmailUser/Ban_Appeals_Subcommittee, he gets the generic "Blocked"
message that contains no information on alternative ways of contacting the
ArbCom. It should tell him that he should email appeals to the ArbCom to
[email protected].
