Right now, if you go to an article that has no ToC (e.g. [[Kulyadi]]), the ToC
button just isn't there, because the ToC wouldn't convey any meaningful
information.
However, it's not obvious to the user why the ToC button is appearing and
disappearing when you browse from random article to random article.
I'm not sure what the best solution is right now, but the current state of
affairs needs improvement.
