According to URL, the meta element's "description" tag is still actively used
by search engines a bit.

Keeping in mind bug 12196 and bug 19761, given bug 66045 I suspect that
CirrusSearch / ElasticSearch may be able to come up with some decent 155
characters description worth adding to the <head> of pages.

If there were concerns about performance or about adding some 200 bytes to the
HTML of pages, this would need to be disabled by default. With current
information about the "description" tag it's certainly low priority anyway, but
may be fun for someone.
