This is a suggestion to add a scoring system to the Abusefilter. Some filters
would have scores, and when a user's edit exceed a certain threshold, say 20,
the edit is blocked. For ex. say a shouting filter score is 10 and obscenity
filter score is 8, and a removal of categories filter score is 5; when a user's
edit trip these 3 filters, the total score would be 23, i.e. more than 20, so
the edit get blocked.
