Yes, see comment 24 (rights to be removed from nowikibooks). Not sure what happened with ruwikisource. Bureaucrats there still have the right to de-bureaucrat others. I'm inclined to leave sewikimedia alone. They're an active chapter who probably like the ability to add and remove bureaucrat rights on their own wiki without needing to trouble the stewards.
