Bug 14950 adds additional user settings for preferences, while this one could just work like, e.g., the skin setting. It has a default that is different from one wiki to the other. Sample: http://toolserver.org/~vvv/sulutil.php?user=Novan1 would have Monobook at eo_wiki and Vector at Commons (at least according to current defaults).
