I don't know that we want to keep using wgCookieExpiration for this, though. 
That would make the default (on WMF wikis) for all cookies a year, which would
probably encourage proliferation of little cookies that are not as important as
whether you're logged in (E.g. this cookie indicates you have the third sidebar
of the page toggled; too bad we removed that feature X months ago).  This also
has performance implications, since cookies use bandwidth on every request.

It's not a big deal to make a separate variable for this, I think.
