API modules should conform to some conventions, such as declaring possible
errors (and defining a system message for them), providing examples, providing
descriptions for each possible parameter, etc.
I propose to make a unit test that iterates through all our API modules (based
on $wgApiModules) and checks these conventions for each of them.
