Putting styles in both core and common.css that do the same thing is a terrible terrible terrible thing and we should at least resolve that problem at the same time. The fact those rules exist there show MediaWiki was not serving there purpose and they were /not/ useful. Currently each project as complete free reign to add these icons in common.css if they want to. I truly don't see the value in them being here. Isarra making use of icons is not the same as those icons giving value. PS. How can I remove myself from this bug.
