The Zuul references are fetched from the hardcoded zuul.eqiad.wmnet . Zuul
recently gained support for multiple merger Daemon to have them run on
different servers. The URL to fetch the ref from is provided in a $ZUUL_URL
environment variable which is passed to jobs.
