I don't really see a need to split it from a i18n perspective. As for
configuration, in 1.14 https://www.mediawiki.org/wiki/Help:Edit_notice was
added; we have MediaWiki:Editnotice-3 which *almost* does this (I suppose one
can't have wildcards there)
