Capture of the error.

I have a problem when I upload a image. The error is:
Error al crear miniatura: Unable to run external programs, proc_open() is
disabled.
Error code: 1
I don't know how can I fix it. I searched the web, but I can't find a solution
of my problem.
Can you help me?
Yesterday I update mediawiki from 1.19.17 to 1.23.1
