Currently users with permissions "deleterevision" and "suppressrevision" have
the same interface, where everywhere exist keyword "hide (revisions)".
When users have enabled *only* permission "deleterevision", they should have
interface with keyword "delete (revisions)".
On the basis of hiding interface you should create new messages for deleting:
[[MediaWiki:Revdelete-hid]] => "delete $1"
[[MediaWiki:Revdelete-hide-text]] => "Delete revision text"
[[MediaWiki:Revdelete-hide-comment]] => "Delete edit comment"
etc.
