Yes, specifically allowing a hook function to be called either before the
contents of wpTextbox1 are grabbed or after the preview is updated. A call
before would be helpful for adding live preview support to such scripts as
[[User:PleaseStand/References segregator]], which temporarily reformats the
wikitext when editing starts and changes it back to the correct format when the
page is saved.
