This 8 users, who are the only active  wikipedians, have made a small
community, but they should take care of all the vandalism happens and fixing
poor entries, so they can request such a big change. And its a suggestion to
help them serve improving wiki not all day long fixing these problems that
could easily be handled by preventing ip users to create new pages.
