For some reason, when viewing Wikipedia in mobile mode (via MobileFrontend
extension), the URL for Special:BannerRandom gets mangled unless it is
explicitly set via the $wgCentralBannerDispatcher config variable.
Specifically, the "/Special:BannerRandom" part is missing:
http://howdy.com/index.php?uselang=en&sitename=Wikipedia&project=wikipedia&anonymous=false&bucket=0&country=US&device=unknown&slot=4&debug=
It works fine in desktop mode though. This bug does not currently affect the
cluster wikis since they all have $wgCentralBannerDispatcher set in
CommonSettings.php. Note that the installation instructions for CentralNotice
do not mention $wgCentralBannerDispatcher.
