2) is already covered by other bugs so I think this one should be only about
the fil -> tl mapping, where the two following things can probably fixed at the
same time:

Hopefully the summary sums it up; there is also the problem of filtering
bat-smg, be-x-old etc. correctly in
<https://www.mediawiki.org/wiki/Talk:Universal_Language_Selector/Design/Interlanguage_links#Some_languages_are_missing>
Those are also missing in the alias list so I filed
http://unicode.org/cldr/trac/ticket/7699
